Community Regeneration as Applied Configuration Economics
Using Configuration Economics as a practical framework for participating in the regeneration of multiple local communities internationally.
A pre-brief — Tom Cassidy, 24 August 2026. Status: FORMING. A first articulation, published as it forms — part of a year of learning out loud. This is not a programme, proposal or methodology; the provisional principles at the end are hypotheses worth testing, and some will be wrong. That is acceptable. Written ahead of a conversation about Kenya and possible futures; shared so we can walk through it together.
Purpose
Develop a private/shareable HTML document capturing an emerging idea: using Configuration Economics (CE) as a practical framework for participating in the regeneration of multiple local communities internationally.
This is not yet a programme, proposal, business model or finished methodology. It is an exploration of what might become possible by combining CE and Distinction as Primitive with practical capabilities already being developed through SaySomethingIn, Zenjin and Alexander.
The intention is explicitly non-exclusive participation. The ambition is not to relocate to one community, become its regeneration expert, or attempt to "save" it. It is to participate meaningfully in multiple communities — potentially in Italy, Kenya, Sri Lanka, Japan and elsewhere — learn from them, contribute useful capabilities, run experiments, and allow insights to travel between contexts.
1. The central reframing
A struggling or depopulating community should not necessarily be understood primarily as a collection of deficits.
It can instead be viewed as a complex adaptive system containing enormous latent possibility.
A community may already possess:
- people and capabilities;
- accumulated knowledge;
- buildings and infrastructure;
- land;
- energy;
- cultural practices;
- institutions;
- businesses;
- relationships and trust networks;
- educational capacity;
- global connections;
- unused or underused physical resources.
The interesting question therefore becomes:
What is abundant here that is not currently producing everything it could?
From a Configuration Economics perspective, many apparent shortages may partly be configuration problems.
The resources exist, but their present arrangement does not generate sufficient opportunity, resilience, flourishing or regenerative activity.
The objective is therefore not simply to add more resources.
It is to explore better configurations of resources already available, alongside carefully chosen additions where they expand the possibility space.
2. Participation rather than intervention
The approach should explicitly reject the conventional model in which an outsider arrives, diagnoses a community's problems and imports solutions developed elsewhere.
The posture is instead:
Participation rather than intervention.
Local people possess high-resolution knowledge of their environment that outsiders cannot possess.
External participants may nevertheless bring useful capabilities, technologies, connections, perspectives and pattern recognition.
The interesting space lies in combining these.
The starting questions are therefore things like:
- What is already here?
- What works surprisingly well?
- What is underused?
- What do people here know how to do unusually well?
- Where are outcomes unexpectedly good?
- What resources are sitting idle?
- What capabilities are disconnected from opportunities?
- What do young people leave to find elsewhere?
- What might persuade some of them to stay or return?
- What does the community currently import that might conceivably be produced locally?
- What connections do not currently exist?
- What could exist here in five years that currently sounds slightly ridiculous?
The intention is not to determine what a community should become.
It is to increase the number of futures available to it.
3. Increase configuration space rather than optimise the community
This may be one of the central principles.
Don't optimise the community. Increase its configuration space.
Traditional regeneration often converges quickly on a solution:
"Develop tourism." "Attract employers." "Build housing." "Improve education." "Create a technology hub."
CE suggests remaining open for considerably longer.
Language capability increases possible relationships. Education increases possible occupations and enterprises. Cheap distributed energy increases possible production. AI increases accessible intelligence and expertise. Connectivity increases possible markets and collaborators. Available housing increases possible population configurations. Trust and community institutions increase possible coordination.
Each capability potentially enlarges the adjacent possible.
The objective is not therefore to predict the optimal future configuration.
It is to increase the community's capacity to discover configurations for itself.
4. A crucial insight from Four Matrix: search for existing variation first
An important connection has emerged with earlier work through Four Matrix and the concept of within-school variation.
The Four Matrix approach became known for identifying pockets of excellence within schools rather than immediately importing external consultancy.
Within the same school, teachers could have broadly:
- the same pupils;
- the same curriculum;
- the same leadership;
- the same institutional constraints;
- similar resources;
and yet achieve substantially different outcomes.
That variation is extraordinarily informative.
It demonstrates that someone has already discovered a configuration that works with this population, in this environment, under these constraints.
The first question should therefore not be: "What should we introduce?"
It should be: "What configurations are already producing unusually good outcomes here?"
This insight generalises naturally from schools to communities.
5. Communities as collections of natural experiments
Within any community there will be variation.
Perhaps:
- three cafés struggle while one thrives;
- one teacher achieves extraordinary engagement;
- one farmer attracts younger people into agriculture;
- one small business exports internationally;
- one neighbourhood has unusually strong mutual support;
- one community organisation attracts volunteers effortlessly;
- one elderly resident has become an unexpected intergenerational hub;
- one family has discovered a remarkably effective arrangement for care;
- one local enterprise retains young employees while others lose them.
These should not merely be labelled "success stories".
They are naturally occurring experiments.
The CE question is: What are they configuring differently?
Positive outliers matter. Negative outliers matter too, because contrasts may reveal which elements of a configuration are consequential.
This suggests an important methodological principle:
Exhaust endogenous knowledge before importing exogenous expertise.
An external expert usually brings a configuration demonstrated somewhere else. A positive local outlier has already demonstrated that its configuration can work with: these people, this culture, these institutions, these resources and these constraints.
That is unusually valuable evidence.
6. The first practical instrument: a Variation Map
Rather than beginning with a conventional needs assessment, an initial CE community engagement could begin by constructing a Variation Map.
Look across perhaps dozens of activities, organisations, individuals and outcomes within the community.
Search deliberately for:
- positive outliers;
- negative outliers;
- surprising contrasts;
- unused capabilities;
- unexpectedly successful relationships;
- unusual combinations of resources;
- behaviours that appear to propagate;
- activities that continue with little external support.
Then investigate the differences.
Questions include: Why does this work? What is actually different? Which differences are causal? Which are incidental? What resources are being combined differently? What information is available here that is absent elsewhere? What relationships make the configuration possible? What could be transferred? What would be destroyed by attempting to transfer it? Can the underlying principle be reproduced without copying the surface form?
This becomes a form of configuration archaeology: discovering working arrangements already embedded within the system.
7. From discovery to recombination
Once existing configurations have been understood, a second phase becomes possible.
Rather than immediately scaling the apparent winner, ask:
What happens if components of successful local configurations are recombined with other underused local capabilities?
This creates an iterative process:
Observe variation → identify local excellence → understand configuration → identify potentially transferable components → recombine → run inexpensive experiment → observe resulting variation → repeat
This begins to resemble an evolutionary search process for community configurations.
The community does not require anyone to know the answer in advance.
It requires mechanisms capable of generating variation, observing consequences, retaining useful discoveries and continuing the search.
8. Deliberately unbridled thinking
There should also be a phase in which conventional feasibility constraints are temporarily suspended.
Bring together perhaps 8–12 diverse local participants. Present what has been discovered. Then ask for 50 possible configurations rather than five sensible proposals.
For part of the process, objections such as "that would never work", "we don't have the money", "nobody has done that", "the council wouldn't allow it", "that's not how this industry works" are temporarily prohibited.
Some ideas should be ridiculous.
The purpose is to explore configuration space before collapsing it prematurely through existing assumptions.
Constraints can then be reintroduced.
Promising experiments might have characteristics such as: low additional resource requirement + potentially large consequence + local enthusiasm + reversibility + rapid testability.
9. Experiment rather than report
The output of the first engagement should ideally not be a consultancy report.
It should be a small change in reality.
Perhaps £500–£2,000 is enough for an initial experiment.
Examples could include:
- running SSi with a small group;
- giving young people access to Zenjin;
- connecting people who unexpectedly ought to know one another;
- temporarily repurposing an unused space;
- testing a micro-enterprise;
- connecting local production to external demand;
- experimenting with distributed energy;
- capturing and transmitting disappearing local expertise.
The actual intervention should emerge from the local configuration map rather than being selected beforehand.
The principle is: Change something cheaply enough that failure is informative rather than catastrophic.
10. Measure propagation, not merely output
Conventional evaluation may substantially underestimate successful regeneration.
The interesting question is not simply: What did the intervention produce?
It is also: What did it cause to happen next?
Did new relationships form? Did someone copy the experiment? Did additional resources appear voluntarily? Did participants adapt the idea? Did a new enterprise emerge? Did previously disconnected people begin collaborating? Did another possibility become visible? Did activity continue after external participants left?
This suggests the beginnings of something like a regeneration coefficient:
For every unit of external resource or energy introduced, how much continuing locally generated activity results?
A £1,000 intervention that generates £1,000 of value and then stops may be useful.
A £1,000 intervention that reorganises relationships, generates several enterprises, changes the use of a building, stimulates further experiments and continues producing consequences years later is far more interesting.
The latter has produced propagation.
11. Existing capabilities that could participate
Several existing projects could become instruments available to communities rather than predetermined interventions.
SaySomethingIn — language as participation infrastructure. Language determines which relationships are possible. SSi could help newcomers participate meaningfully rather than remaining expatriate outsiders; help local people access international languages and opportunities; support endangered or minority local languages; reduce linguistic friction between groups; accelerate the formation of new relationships. Language learning therefore expands configuration space.
Zenjin — education as capability infrastructure. If excellent individualised learning becomes extremely inexpensive, geographical access to specialist teaching becomes less important. Zenjin could potentially expand educational opportunity, professional capability, mathematical/scientific knowledge, reskilling, intergenerational learning, entrepreneurial capacity. Again, the objective is not to prescribe what people learn. It is to enlarge what they are capable of doing.
Alexander — Socratic community intelligence. Alexander may be particularly interesting as a community reasoning instrument. It should not arrive as an AI that tells a community what to do. Instead it can ask: What do we know? What are we assuming? What contrasts are unexplained? Where is there unexpected variation? What resources have we overlooked? Which people or capabilities are strangely disconnected? What experiment could distinguish between competing explanations? What would constitute evidence that something worked? What happened that we did not predict?
Alexander could eventually ingest interviews, observations, outcomes and community knowledge and search for contrasts, patterns, latent connections and candidate configurations.
12. Distinction as Primitive provides an epistemological discipline
Distinction as Primitive provides important underpinning.
Any observer has limited resolution. Observation and distinction-making have costs. No external participant possesses a God's-eye view of a community.
This encourages ontological and epistemic humility.
The community is not an object that an expert completely models and then optimises. Every model captures some distinctions and excludes others. Local participants possess distinctions unavailable to outsiders. Outsiders may perceive distinctions invisible to insiders. AI may identify additional patterns.
The interesting intelligence emerges through their interaction.
This strongly supports the participatory, experimental and Socratic character of the approach.
13. Multiple communities are a feature, not a distraction
The ambition is explicitly not exclusive participation in a single community.
Potential contexts include Italy, Kenya, Sri Lanka, Japan — eventually many others.
These environments differ enormously. That variation is scientifically valuable.
Italy: depopulating European villages with housing and physical infrastructure but declining population and economic activity. Japan: ageing and depopulating communities inside a wealthy, technologically sophisticated and highly organised society. Sri Lanka: different capital constraints but potentially abundant human capability, relationships and entrepreneurial opportunity. Kenya: young population, rapidly changing technological environment, strong human capability and very different institutional/economic configurations.
The objective is not to reproduce the same programme in each. It is almost the opposite.
Let each community produce different experiments.
Then ask: What principles survive changes of substrate?
After five, ten or twenty communities, recurring structures may become visible. Which interventions transfer? Which are entirely local? Which bottlenecks recur? What produces second-order effects? What configurations become self-sustaining? What kinds of external input generate disproportionate endogenous activity?
This could gradually produce an empirical practice of Configuration Economics.
14. Community Configuration Laboratories
A useful provisional concept is the Community Configuration Laboratory.
The word laboratory matters.
A conventional regeneration programme implies: we possess an intervention that we intend to deploy.
A Community Configuration Laboratory says: we have useful instruments, local knowledge, external perspectives and the ability to experiment. Let's discover what this particular system can become.
There is no requirement that Biccari resemble Ollolai, that either resemble a Kenyan community, or that a Sri Lankan experiment resemble one in Japan.
Variation is desirable. Failure is information. Unexpected consequences are particularly interesting.
Successful configurations can propagate — but as possibilities to adapt, not recipes to copy.
15. Avoid creating dependency
External participation should ultimately increase endogenous capability.
A useful test is: Does useful activity continue when the external participant isn't there?
If everything stops when the visitor leaves, the intervention may have created dependency rather than regenerative capacity.
Success therefore includes: local ownership; autonomous continuation; adaptation; replication; emergence of new initiatives; decreasing dependence on the originating participant.
Non-exclusive international participation actually reinforces this principle. The participant can return repeatedly, maintain relationships and contribute across years without becoming the permanent operating centre of the community.
16. The larger possibility
Cheap intelligence changes the potential scale of all of this.
Communities increasingly have access to capabilities that historically required enormous concentrations of institutional resources.
Combine: near-zero-marginal-cost intelligence; personalised education; rapid language learning; distributed renewable energy; cheap computation; global communications; remote work; unused buildings; local knowledge; global networks; people willing to participate across geographical boundaries.
The resulting configuration space is enormous.
There may be thousands of viable arrangements that have simply never been explored because previous economic and informational constraints made them invisible or impossible.
The purpose of CE community experimentation is therefore not merely regeneration in the conventional sense.
It is to ask: What becomes possible when communities gain the tools, intelligence and freedom to explore futures that previously weren't available to them?
Provisional principles
These are not doctrines. They are current hypotheses worth testing.
- Participate; don't intervene.
- Look for abundance and latent capability before diagnosing scarcity.
- Search for existing local excellence before importing external expertise.
- Variation is information.
- Positive outliers are naturally occurring experiments.
- Negative outliers and contrasts can expose causal structure.
- Understand configurations rather than merely copying successful behaviours.
- Increase configuration space rather than prescribing an optimum.
- Generate possibilities before imposing feasibility constraints.
- Prefer small, cheap, reversible experiments to large plans.
- Measure second-order propagation as well as first-order output.
- Treat failure as information when experiments are sufficiently inexpensive and reversible.
- Allow solutions to differ radically between communities.
- Look for principles that survive changes of substrate.
- Avoid dependency: useful activity should increasingly continue without external participation.
- Successful configurations should travel as possibilities, not prescriptions.
A possible first experiment
Do not begin by establishing an organisation or launching a regeneration programme.
Choose one community. Spend time there. Talk to perhaps 15–20 people representing radically different perspectives. Do not primarily ask what is wrong. Search for unexpected variation and existing excellence. Construct a first Variation Map. Identify several configurations already producing unusually good outcomes. Understand them.
Bring a diverse group of perhaps 8–12 people together. Explore the configuration space without premature feasibility constraints. Generate dozens of possibilities. Reintroduce constraints. Select one small, inexpensive, reversible experiment.
Change something. Observe what happens. Pay particular attention to consequences nobody predicted.
Then repeat.
The underlying ambition
This should remain deliberately open-ended.
It may become a methodology. It may become a network of Community Configuration Laboratories. It may produce new measures of regeneration. It may significantly change the development of Alexander, Zenjin or SSi. It may provide empirical evidence for Configuration Economics. It may reveal that some of the current hypotheses are wrong.
That is acceptable.
The important move is from Configuration Economics as a way of understanding systems to Configuration Economics as a way of exploring possibility in the world.
Perhaps the simplest expression of the whole idea is:
Don't design a community's future for it. Help increase the number of futures it can discover for itself.
